Normally, if this was a common (grey) weapon, you would only just unlock Attack 2% as the first substat - but because this is a Rare weapon, you have the chance to unlock even higher %-bonuses for either attack or HP. Now, when you level up this item to level 4, one of those two will be upgraded. It gives you attack as basestat, like all weapons do.
